Why you can’t buy tobacco online
Since 1 July 2023, the online sale of tobacco and cigarettes has been banned in the Netherlands. This law was introduced to limit the sale of tobacco products and raise the threshold for purchasing.
Very simply: tobacco, rolling tobacco (shag) and cigarettes can no longer be ordered from a webshop. You’ll always need to go to a physical store or specialist tobacconist. What’s still allowed are all the accessories that go with it. Think rolling papers, lighters, tube injectors and jars to keep tobacco fresh.
Because of this rule, webshops have shifted from selling tobacco itself to everything around it. And that’s exactly what this category is about: everything that makes your smoke break just as personal and easy as before — only without ordering tobacco online.

Where you can still buy tobacco
Many people search online for buy tobacco, buy rolling tobacco or buy cigarettes. Since July 2023, it’s no longer permitted to order tobacco online in the Netherlands. But that doesn’t mean you have nowhere to go. Tobacco, rolling tobacco and cigarettes are still available at physical points of sale, such as specialist tobacconists.
